2025: A Banner Year for the False Claims Act

The False Claims Act just had its biggest year ever.

In fiscal year 2025, the False Claims Act produced $6.8 billion in settlements and judgments, the largest annual recovery in the law's history.

More than $5.3 billion of that came from cases originally filed by whistleblowers.

CLIPI co-founder John Phillips crafted the critical 1986 amendments that made this possible. Those amendments strengthened whistleblower protections and created the incentive structure that has now recovered more than $40 billion for the federal government.

What's notable is that this isn't a partisan story.

The current administration has expanded FCA enforcement, establishing a new Division for National Fraud Enforcement at DOJ and accelerating the review of whistleblower complaints. Both parties have recognized what the law can do.

That's the mark of durable legislation. When you get the structure right, it works regardless of who's in office.

John didn't just litigate cases. He changed how the government fights fraud. The results, 40 years later, speak for themselves.
